Thousand Oaks City Council members will gather Tuesday, Oct. 27, for what is expected to be their last scheduled meeting before the Nov. 3 general election puts three of five council seats before voters.

The meeting takes place at the Andrew P. Fox City Council Chambers, 2100 E. Thousand Oaks Blvd. A closed session begins at 5 p.m. as needed, with the regular session at 6 p.m., according to the city's meeting portal.

The full agenda had not been posted as of Saturday, Oct. 24. The city said on X on Oct. 22 that the agenda and details would be posted Thursday evening. Residents can check toaks.gov/citycouncil for the latest.

The election backdrop adds weight to the session. In District 1, Mayor Mikey Taylor is seeking a second term against challenger Karen Arreola. In District 2, Mayor Pro Tem Bob Engler is not running for reelection, leaving business owner Gus Gougas and executive producer Kyle Rohrbach to compete for his seat. In District 3, Councilmember David Newman faces school administrator Victor Hayek, according to the Ventura County Star.

It will be the first Thousand Oaks election in which Districts 1, 2 and 3 are decided by district rather than at large, the Thousand Oaks Acorn reported.

Housing has dominated the campaign trail. At a Sept. 17 candidates forum hosted by the Greater Conejo Chamber of Commerce, Taylor said he wants more housing along the 101 Freeway corridor and Thousand Oaks Boulevard to protect established neighborhoods and open space. Newman argued the city needs workforce housing above all else.

"No one looks at Thousand Oaks and says, 'You know, that place doesn't have enough luxury housing,'" Newman said at the forum, according to the Acorn. "We need to address our most unmet need, which is workforce housing."

At its Sept. 29 meeting, the council unanimously adopted Ordinance No. 1750-NS, exempting for-sale affordable housing projects from certain development impact fees, according to the meeting minutes. The council also voted 5-0 to authorize construction bids for the Moorpark Storm Drain Pipe Lining and Repair at Gainsborough and approved a roughly $5.8 million transportation funding claim from Ventura County.

Both in-person and remote options are available for public participation on Oct. 27. Written comments must be submitted by 4:30 p.m. through the city's online form. In-person speaker cards will be available at the door, which opens at 5:30 p.m. Questions can go to the City Clerk's Office at 805-449-2151.
