A Thousand Oaks man arrested with methamphetamine, marijuana and $940 in cash pleaded not guilty and was released on his own recognizance.

Jarrod Emmons, 43, entered the not-guilty plea at a Thursday, Sept. 10, arraignment, according to online court records cited by the Thousand Oaks Acorn. He is scheduled to return to court Monday, Sept. 21, for an early disposition conference.

The Ventura County Sheriff's Office said on Instagram that detectives with the Thousand Oaks Directed Enforcement Unit (DEU) began investigating Emmons in August 2026 after developing information that he was allegedly selling narcotics to Thousand Oaks residents. On Tuesday, Sept. 8, DEU detectives contacted Emmons and said they observed signs consistent with him being under the influence of a controlled substance.

Detectives also alleged Emmons possessed a burglary tool known as a "Slim Jim" and a key he was using to access a storage area in a nearby building. A search of the storage area turned up personal property and evidence that Emmons was occupying the space without authorization, the Sheriff's Office said. Investigators alleged he had tapped into an electrical outlet without the property owner's permission.

A search of Emmons' vehicle and the storage area turned up approximately one pound of marijuana, a half-pound of methamphetamine, 14 hydrocodone pills, various other pills, $940 in cash and additional evidence consistent with narcotics sales, according to the Sheriff's Office.

Emmons was arrested on eight charges: possession of a controlled substance, possession of a controlled substance for sale, possession of drug paraphernalia, being under the influence of a controlled substance, possession of marijuana for sale, trespassing by entering and occupying, possession of burglary tools and theft of utility services. He was booked at the Pre-Trial Detention Facility.

The charges are allegations. Emmons has not been convicted.

The DEU is a unit of the Ventura County Sheriff's Office that investigates illegal activity in Thousand Oaks, focusing on repeat offenders, according to the agency.
